About the Role

The Clinical Evidence Based Information Service (CEBIS) Manager plays a vital role in delivering complex knowledge and evidence services across the Trust. This position leads on both strategic and operational management of the CEBIS across all hospital sites, enabling high-quality decision-making, learning, research and innovation to achieve excellent healthcare and health improvement.

As a professional in this field, you will utilise your highly developed professional, technical and communication skills to drive the service forward. The post holder will also take an active role in education provision within libraries and across the wider healthcare team through Evidence in Practice and CAT Groups.

Key Responsibilities

The main duties of this CEBIS Manager position include:

  • Managing the budget for the CEBIS Team, including pay, non-pay and income elements
  • Adhering to UHCW NHS Trust Standing Financial Instructions and ensuring all managed staff are aware of and comply with policies and restrictions
  • Acting as the nominated signatory for the CEBIS cost centre
  • Preparing bids and assessments relating to resource purchases in response to local, regional and national information requirements
  • Maximising the value of income generating activities, such as evidence work undertaken for external bodies on a consultancy basis
  • Seeking new business opportunities outside the Trust to increase income generation

Strategic Responsibilities

In addition to operational duties, the CEBIS Manager will develop and implement high-level strategy in Clinical Librarianship at local, national and international levels, making presentations on the service at meetings across these levels. You will contribute to national initiatives promoting the role of Clinical Librarians in the NHS, working in partnership with external bodies as required.

You will manage the CEBIS Team’s contribution to developing local policies and strategies within UHCW NHS Trust by providing the evidence base for these initiatives. Additionally, you will represent the Clinical Evidence Based Information Service on national and international steering groups and committees.

The role involves managing UHCW NHS Trust’s response to the NHS England Quality and Impact Outcomes Framework for NHS Knowledge and Library Services in collaboration with the Head of Knowledge Services. This strategic oversight ensures the service remains aligned with national standards and best practices.
